I am sorry to hear that you are having a rash around you mouth and lips. This is probably pustular eczema. This very common and can occur from having dry lips that become infected. The infection actually makes the eczema worse. I would recommend that you see your medical provider for treatment. you will probably need both a topical steroid and a topical antibiotic. The combination with help stop the infection and stop the irritation. You could try using over the counter hydrocortisone and neosporin. I would apply a thin layer of hydrocorstisone around the lips followed by the neosporin. Try that for 2-3 days and see if it improves. If it does not then you will need to start a more potent steroid and antibiotic.
