Question: I have a little sore throat and a lump on the side of my neck about an inch from my jaw. it is a little swollen
and is sore to the touch. We are having a snow storm right now and I don't know if this is an emergency
situation. i have some blood spots in the sputum.

The lump, if tender to touch, and happening while or shortly after a sore throat, is likely to be a lymph node that is congested from trying to clear an upper respiratory infection. It may persist for a while even after the infection clears but then should resolve.
So, no, it isn't an emergency, but yes, get checked if either you get a fever with a very sore throat, or the lump doesn't resolve.
I assume the blood spots in the sputum are related to the irritated throat, but if you are coughing it up from deep in your lungs, then do go in to be seen once the roads are clear.
