rubs on my hip?
Brief Answer:
possibly a lipoma...
Detailed Answer:
Hi there...
Thanks for writing in.
I would like to have some additional details....
When and how did you first notice the lump.
Where is the lump located.
Has the lump progressively increased in size or has it been the same since you noticed it.
Do you mean to say when you touch the lump, it slips and moves away from your finger.
Any associated pain, swelling, redness around the swelling.
Is the swelling soft or hard.
Do get back to me with these details, I will be better able to answer your your query.

Brief Answer:
Hi.
Detailed Answer:
The possibilities are inguinal hernia, hematoma, lipoma(little rare at the site you mentioned, however it could be possible).
Any history of trauma to the hip?
The fact the lump hasn't progressed in size is a good sign.
However,I would advise you to visit a physician at the earliest so that he/she can examine you, do the relevant investigations and arrive at a definitive diagnosis.
