Brief Answer:
Does not seem like cancer

Detailed Answer:
Hello. Thank you for writing to us

I am Dr. Kakkar (dermatologist and venereologist). I have gone through your query and I have noted your concern.
Does'nt seem like penile cancer. Cancer usually presents as a growth that may be either fungating or ulcerated. The brown spots could be penile papules which is normal finding. Penile papules are usually present along the corona of glans. However these images are not very clear. I request you to kindly upload clear/sharp images so that I am able to guide you better.

Regards
