Did you use or apply anything new on this area? - not specifically in this area. but i recently bought a lip balm and a BB crème. Lip balm i used all over the lips and BB crème all over the face.

According to your complaints it seems to be either an eczematous patch or a wart.
I would recommend you to apply cortisone cream on this patch twice daily 7-10 days.
If it doesn't show improvement in a week's time consult a dermatologist and get it examined clinically.
