I have had this lesion for about 2 yrs now.

No.

Only Asthma.

On and off since I was prescribed a year ago. It does help for a week or two but it does come back eventually.

Seems to be lichenified eczema, use cortisone, moisturisers
Detailed Answer:
According to your complaints it seems to be dry patch of lichenified eczema.
If I was your treating doctor I would recommend you to apply Cortisone cream on the affected area twice daily along with frequent and liberal application of moisturizing creams for 2-3 weeks.
For itching I would recommend you to take antihistaminic like tablet Chlorpheniramine 4 mg once or twice daily depending on the intensity of itching.
This should help in resolving your spot.
