Thanks for asking on HealthcareMagic.
I have gone carefully through the details but would require more information to be able to comment on what it actually is. Could you please post a photograph of the same and describe it in more detail? I would also like to know if it was present since birth or when and how did it start.
It could be a birth mark or a fungal infection. But I need more details and a picture to comment on the cause more conclusively.
I will be waiting for your response.

We are not sure whether it is by birth or not.. we saw first after 20 days of his birth.
Photograph can not be provided as he is very small and it is very difficult to take it.
Is it something serious.

Brief Answer:
It is more likely to be a birthmark
Detailed Answer:
Thanks for asking back.
Since you have seen it at 20 days of age and it persists till now, I think of it more in favor of a birthmark, something of the sort of Mongolian blue spot. In that case you need not worry. It would not cause any harm but may persist for long.
However, to be on the safer side, just get it examined by your pediatrician when you go in for the next visit. However, in case you feel that it is increasing in size, I would insist on hastening the visit, but not otherwise.
Hope that helps.
