Hello and welcome to healthcaremagic
I am Dr. Kakkar. I have gone through your query.
I would like to gather some more information from you in order to be able to guide you better
-Do you notice any skin lesions on the testicles?
-Can you upload a Clear Digital Image of the area?
I would like to rule out Angiofibromas. They clinically present as dark red dots/bumps on scrotal skin and bleed profusely even on slightest of trauma.
Regards

Brief Answer:
Angiokeratoma
Detailed Answer:
Hi.
Thanks for the Images.
This is classical Angiokeratoma of Fordyce, a skin condition characterized by red to blue papules on the scrotum or vulva.
The only treatment is, cauterization of the spot under local anesthesia.
I would suggest that seek an appointment with a dermatologist and get it cauterized as soon as possible. The procedure would hardly take 5-10 minutes and that's it!!
Regards
