Blood in urine and pain during urination is most likely due to an underlying urinary tract infection. Urine analysis and culture need to be done to confirm the diagnosis. Urine analysis can also look for any presence of abnormal cells given your previous history of testicular cancer.
Depending on the initial evaluation pelvic Ultrasound scan may also be recommended. You can follow up with your primary care provider for necessary evaluation. Once confirmed, antibiotics like Nitrofurantoin or Ciprofloxacin will be initiated to treat the infection.
Meanwhile, drink plenty of water and take a mild painkiller i.e. Tylenol for pain.
