Brief Answer:
likely to be due to hair follicle infection.

Detailed Answer:
Hello,
Thanks for sharing pictures.

I have reviewed both pictures you uploaded.

From the pictures and your history of shaving of genital hairs, this bump or blister is likely to be due to hair follicle infection (folliculitis).

Even vigorous masturbation can also cause such blisters/bumps due to friction.

It is good that the blisters or bumps has subsided but I will want to rule out genital herpes and other sexually transmitted diseases if you had any history of unprotected sexual exposure recently or in recent past.Otherwise there is no need to worry.

Generally this kinds of bumps/blisters subside by themselves or by the use of topical antibiotic ointment/cream only (like you have used neosporin).

Wash your genitals during bathing with antiseptic soap and maintain proper hygiene.

Otherwise there is nothing to be worried since it would get subsided within few days like all other bumps or blisters.

Hope this will help you and let me know if you have any more doubts.

Regards,

Dr.Sandip Kabra
