Brief Answer:
Thank you for using HCM, I would love to help

Detailed Answer:
it is unlikely to be having side effects from plan b a month after taking it. however, plan b often does mess up your cycles, and if could take 4-6 weeks for your cycles to get back to normal. sometimes that may cause some hormonal symptoms and bloating may be one of them.

it is also possible that the bloating is due to your period, if your period is expected soon. if you have not had a period since the plan b, then you should check for pregnancy. even though it is extremely rare for plan b to fail, any medicine can fail on rare occasions. this would especially be true if the plan b was taken more than 72 hours after intercourse.
