Your description and pictures appears to be most likely an Anal Fissure with external skin tag (called as sentinal pile mass) at the front end at 12 to 1 o'clock position. The lump on left behind at 5 o'clock position is an External Hemorrhoid. However I cannot make a conclusive diagnosis based on your descriptions and photograph alone. Consultation with detailed history of all symptoms and examination is required to arrive at a definitive diagnosis. Hence I urge you to see a doctor preferably a proctologist or colorectal surgeon.
In the meanwhile for pain:
1) take any analgesic (pain killer tablets) available over the counter
2) Apply 2% lignocaine jelly before and after motions. (If you are not allergic to this medicine)
3) Sit in a tub filled with warm water for 10 minutes after every motions and also otherwise whenever you experience more pain.
And for constipation:
Take a liquid paraffin or lactulose syrup 15ml once at night just to keep your stools on loose side so as to avoid friction by hard stools and reduce pain as well as bleeding.
If bleeding persists, we need to find the source first to offer any advice on treatment. Is it from the fissure or from the hemorrhoid

The only way to rule out your fear of cancer is by doing an endoscopy from below which is called Colonoscopy.
As for the Laser thing. Laser is just a cutting instrument and is used in Colorectal surgery. It would be difficult for me to suggest you for or against going ahead with laser treatment as i donot know the doctor, his area or his experience. You have to use your judgement for it.
