Brief Answer:
This is nothing serious.

Detailed Answer:
Hello!

Thank you for the query.

How much of blood is in the sputum? Is it just a trace of blood mixed with saliva or lots of blood?
Is the blood in stool on its surface or mixed with it? Has he lost weight recently?

First of all please note that he is too young for any cancer issue. So I do not think his symptoms indicate something serious.
Smoking can cause chronic inflammation of lungs. He may have blood in sputum due to frequent coughing. This causes small injuries of his airwaves and give trace of blood mixed with saliva.

Blood in stool, if is on its surface is most likely due to hemorrhoids. He may have itching of the rectum as well.

As he smokes, chest CT (or at least an x-ray) should be done to make sure this is nothing serious.
Blood in stool, if is not mixed with it, should be treated with hemorrhoids suppositories and fiber rich diet.

Hope this will help. Feel free to ask further questions.
Regards.
