the blueish green color is probably a bruise. Degradation of hemoglobin causes that. Were you injured?
There is one - less likely - cause. A superficial vein thrombosis may cause bulging and discoloration and a lot of pain. Such cases are often caused by injuries too.
I can't give you a diagnosis obviously without clinical examination data. Your best next step is to visit your primary care physician for assessment of the lesion.
If it's an injury, applying ice (not directly on the skin, you'd better wrap a pack with a towel) for the first 48-72 hours helps. You can apply the ice for 20 minutes every 2 hours.
If it's thrombosis then non-steroidal anti-inflammatory drugs may help but the cause of the thrombosis has to be sought.
