The photo does not look like pigmented pinguecula. It is looking more like papilloma or ocular melanosis. The points in favour of this are the presence of dilated blood vessel and the presence of red lesion next to the pigmentation.
Since the photo which is attached with the question is not very clear, I could not make much changes.
Hence I advice you to consult an ophthalmologist who will be more experienced in diagnosing these conditions.
If it turns out to be papilloma, this requires treatment by excision.

The recent photo is better.
This looks like papilloma as I mentioned in my previous answer.
It is a benign mass and treatment is by excision.
This looks like pigmented papilloma.
Ocular melanosis is a broad term and covers benign and malignant lesions.
However considering age and appearance in photo it looks like benign lesion.
This needs to be confirmed by slit lamp examination by an ophthalmologist.
