Its very good that you are exercising regularly. Its is healthy not only for weight control, but also for keeping fit the cardio-vascular (heart and vessels) system.
From what you are describing, the location of the bulge and the way how it appears, suggests most commonly 2 options: Hemorrhoids or a rectal polyp.
-- Hemorrhoids (swollen, insufficient peri-rectal veins) usually are painful when they grow bigger, and sometimes patients notice blood stains in the underwear. They come from constipation, and a diet rich in fibers is the best way to keep them from aggravating.
-- Rectal polyps abnormal growths rising from the lining of the large intestine (colon or rectum) and protruding into the intestinal canal. They should not be painful, unless if their skin gets damaged or ulcerated.
If the bulging you have is a rectal polyp, it may be an issue sometimes. My main recommendation is to do an exam called Colonoscopy (if you havent done that), which visualizes all the bowel from the rectum and inside.
