Brief Answer:
Non-specific urethritis.

Detailed Answer:
Hi.

Thanks for your query.

The possible reasons for a constant burning sensation in the penis are :
Urethritis; meaning inflammation of the inner part of the urethral lining in the whole length. The scaling of the mucosal ( skin) lining of the urethra has not yet healed.
It takes more time in a condition called non-specific urethritis. The reports come back normal in this condition.

If the urine is acidic the pain continues.

Another reason although may not be present in your case is unprotected sex with the partner and she also has untreated infection.

This is why both the partners should be investigated and treated simultaneously.

If the condition persists, urethroscopy is a good tool for inspection and diagnosis and gives guidelines for treatment.
