I have reviewed the image that you have provided. This circular spots seem to have active borders with central clearing. This is typical of fungal infections and often termed dermatomycosis. These lesions are generally itchy and develop over days to weeks. Can you provide more infection on how long these spots have been and whether they do itch or not?

If the fungal infection is confirmed, treatment consist in using antifungals. If they are limited to just a few, then topical agents would be useful. However, if they are numerous and widespread oral antifungals would be recommended.

For now, I will suggest that you friend visits her primary care doctor for confirmation and treatment. She should restrain from sharing her dresses especially under wears with others until this is addressed as it may lead to spread of infection. Also, stepping up her personal hygiene would be of great help. Also, there is no threat to life here and she should not rush to the emergency room to get this addressed. Earliest possible appointment with her primary care physician is recommended.
