For constant mucous secretion there must be some irritation to the muscosal lining. So the cause may be hemorrhoid or even stressing or putting pressure while passing stool. So as advised before have fibre rich food, never pressurize yourself while defecating and practice going to toilet only in case of feeling to defecate. Continue rectal sphincter exercises.
Since there is fishy odour with increase mucous production, you can try a course of antibiotic Metronidazole (needs consultation as it is a prescription drug) with probiotics. Also regular exercise (30 min daily) will help in regularizing bowel movement and also monitoring secretion. These will help. Even if the secretion does not improve then anticholinergic group of drug can be tried which will reduce secretion.
