Brief Answer:
Physiotherapy.

Detailed Answer:
Welcome to health care magic.

1.Gone through your history and understood the problem. CT scan says degenerative changes But not mentioned about dislocation.
2.In this case it recommended to start with simple neck movement exercises and neck ( http://www.physio-pedia.com/Atlantoaxial_Osteoarthritis )
3.In Moderate cases - it is suggested to get physiotherapy and rest with positional care.
4. If you had any history of trauma - operative is treatment is recommended.
5. But in your case try to avoid operation as much as you can and try to manage conservatively. However finally if symptoms does not resolve - you may need to get a screw fixation / stabilization.

Good luck.

Brief Answer:
It is possible.

Detailed Answer:

Thank you for adding the additional history and information.

Yes, there are possibilities of Occiput involvement - one has to make sure the joint is normal or if any dislocations are present.

In case of dislocations - a fixation procedure is required. Or else conservative procedure as I mentioned above will be good enough initially.

Good luck
