I have studied your case and this condition can be serious. Most probably it can occur in brain hemorrhage or stroke. In this condition patient complain of sudden onset of weakness and numbness. Some time it can be due to nerve compression in foot also.

Hello,
It is good that his weakness is limited. As you have mentioned he is taking lot of anti hypertensive drugs. I would recommend you to meet a neurologist and get him checked. He might advise you to get a CT scan. Though his current weakness is not very serious but it can be a sign of a paralytic attack.
Neurologist can advise you to to take care of his BP and a anti thrombotic drug to prevent clot in brain.
I would recommend you to meet a neurologist or a physcian as soon as possible.
