Ok..I got your question.
It is not necessary that a skull fracture always presents with the symptoms of concussion.Sometimes,skull fracture will only present with pain and tenderness at the fracture site.Sometimes with a bluish discoloration around the fracture site.
Sometimes,subtle fractures may be detected only on X-Ray(sometimes on CT scan) of skull.

Some of the common complications/dangers of skull fracture are-
1)Epidural hemorrhage causing brain damage due to pressure effects-it may cause clouding of consciousness and focal neurological deficits.
2)Sinus venous thrombosis-clotting in some of the major brain vessels
3)Periorbital blood collection-Raccoon eyes
4)Brain and meningeal infection-like meningitis
5)CSF rhinorrhea
6)Blood in the sinuses
7)Paranasal sinuses and ear damage
It may just be soft tissue injury,overlying the skull.
