Multiple small follicles in both the ovaries on day 10-11 is indicative of Polycystic ovarian disease.
It is also one of the reason for infertility and difficulty in conceiving, as it is associated with irregular or no ovulation at all.
I will suggest you to continue your follicular study for next one week to see whether there is any ovulation.
If not, then you may require ovulation induction drug like clomiphene to assist conception.

To confirm whether you have PCOS, you need to serum testosterone levels done.
