It is very unusual that there is problem of penetration even after 1 year of marriage.
So in my opinion you should visit a gynecologist for examination.
In general for proper penetration there should be a good foreplay so as to have good erection and also lubrication of vagina.
In case there is no problem like dryness in vagina or erection of penis then there must be some problem in the vagina which is not letting the penis inside so an examination is a must.

I think I might have PCOS could this cause this problem? Have been to a specialist for this but they haven't diagnosed it yet...
Also my husband has a weight problem. (which he has tried to do everything for with not much improvement) He is sure he's the problem that we are having this problem.
