What Causes Dilated Tributaries Of Superficial Dorsal Vein On The Sides Of A Penis?

When my penis is erect, I have what feels like a taut cord or cords on the left side. they are not lumpy, they are strong almost like guitar strings and pull my penis to the left slightly. There is no pain but this is asymmetric - the right side of the penis feels normal. I think the cord prevents my penis from reaching it's full length. Any ideas on what this structure is?
