no past allergies and it's not ight tho it has a slight burn and is all localized in this one spot in my pubic are nothing on testicular or penis

Let me continue here and stop it there.
Your problem looks like zoster virus/shingles if you had previous infection of chickenpox ever. If you did not had chicken pox then there is a minor possibility of it to be shingles.
Otherhand If you have cold, sorethroat, sore muscles, body aches along with these rashes most likely genital herpes (systemic symptoms).
Then you can take Ibuprofen tablet with Acyclovir.
Let me know if any other doubt.
