When you walk fast, much blood is diverted to the muscles to help you accomplish the task as much nutrients and oxygen is required by the muscles. This reduces the amount of blood flow to the brain which is responsible for this. If you are not a trained athlete, this would happen when you push beyond you usual limits.
If you don't want this, I will encourage you to adopt regular moderate exercises and increase progressively to tolerable levels. This would help the body to adapt and you would not have this problem again. Dizziness is not suggestive of heart failure if that were your worries.
