What Causes Dry Skin After Drenching In Rain?

Question: When rain water lands on my 11yo daughter's skin, she becomes immediately itchy. Why is this? Dry skin? Acid rain? Rain water pollutants?
She tells me this has happened as long as she can remember and that geography doesn't seem to makes a difference within the Eastern United States. Thank you for your thoughtful reply.

When she was born an allergy to animal protein in milk was discovered so she did not have any dairy or milk by-products for the first 5 years of her life. Although she regularly eats eggs and cheese, and occassionally icecream, she does not drink cow or any other animal milk. As far as environmental alleregens, she has only shown light seasonal nasal congestion in the Spring and Fall. This has never been enough to warrent allergy testing. As far as other typical allergies go, we have 3 dogs and 2 cats and she has never shown any signs of discomfort with them.

So, she is tendency to develop allergies since childhood.
So it is quite possible to develop rain water allergy especially if it is polluted.

She has undergone blood tests for allergies and that is how her milk protein allergy was detected. Other than that, no skin tests were ever conducted and no other allegergens were ever detected.
