Answer to problem 1: Seems that the dry, white patches on your face are due to pityriasis XXXXXXX which clinically presents as ill-defined, off-white colored, hypopigmented patches with some scaling.
They are commonly present over the cheeks and lower jaw area, in those who have a dry skin Or a combination skin (dry over the cheeks and oily over the central T zone).
I would suggest that you stop using XXXXXXX water as it is an astringent and therefore is drying for the skin.
I would suggest you to use a gentle cleanser for face wash rather than a soap e. g cetaphil cleansing lotion twice daily, Thereafter moisturize your skin twice daily with a non-comedogenic moisturizer e.g cetaphil moisturizing cream and after that apply either a mildly potent topical steroid e.g hydrocortisone cream (cutisoft cream) twice daily just over the patches for 3-4 weeks OR else you may also use a topical tacrolimus 0.03% ointment(Tacroz 0.035 ointment), twice daily. The patches of pityriasis XXXXXXX would gradually re-pigment and blend with the surrounding skin over a period of 4-6 weeks.
Answer to problem 2: Blackheads or open comedones are common over the nose and the central oily T zone. I would suggest you to use a topical retinoid e.g Adaferin gel (Adapalene gel) once daily at night over the area that bears blackheads. This would gradually peel them off.
