In my opinion the bumps and presentation could be due to chafing or a yeast related issue, here are my suggestions:
+When you masturbate, make sure you use a lubricant to do so to avoid chafing. Also, once you climax, make sure you wash and dry off the region immediately after to avoid the growth of fungus or yeast in the region which strive in moist surroundings. But this is only once you recover
+Use miconazole cream over the region, to be applied over a clean and dry region three times a day for the next 5-7 days
+Avoid masturbation and sexual intercourse for the next 10-14 days
+Make sure you take care of your safety before indulging in sexual acts with strangers and also request them to wash up before the act
+Try to wear loose inner wear for a while, just so we can allow the region to be dry for a few days
+After taking a shower or washing your genitalia after passing your bowels or urinating, make sure you dry off well enough
