Brief Answer:
Elevated WBC count may be due to many reasons.

Detailed Answer:
Hello

Your findings suggests mildly raised WBC count. It may be due to many causes like infection(may be caused by many factors).
It may be related to sore throat from which you are suffering.
Generally WBC count is elevated in infection.
You are rightly prescribed antibiotics for sore throat initially.

Increased WBC count doesn't necessarily mean HIV infection. This need clinical correlation, history and specific tests for HIV infection.Tests for HIV like antigen test and antibody test can be advised after evaluation.

It is too early to presume HIV.You need proper evaluation.

Get well soon.
Hope I have answered your query.
Further queries are most welcome.
