What Causes Excessive Dryness Of Skin On Legs?

Question: HI i am 28 years old female and my legs are darker than the other parts of body even when they are not exposed to sunlight much. My skin on the legs is also dry and scratchy. I have to apply cream immediately after shower else it becomes very dry. Also the skin is very leathery and not soft. I was advised to use Paraffin application before bath and immediately after bath mimozoil.But this helps for a while and then my skin becomes used to it and it stops helping same is the case with other creams i have tried. My skin also feels itchy and has also developed dark patch in one or two area of leg. Pl. advise me a solution to make the skin soft and remove darkness and the patches from legs.
