Hi
Thanks for being at HealthcareMagic
I have reviewed the attached photograph though it's not very clear.
You seem to be having itchthyosis which is extremely dry skin associated with age as well as related to some systemic disorders.
If I was your treating doctor I would recommend you to apply cortisone cream on the dark patches twice daily followed by application of a moisturising lotion containing white soft paraffin on the entire legs 3-4 times in a day.
Besides this take vitamin B complex supplements.

i feel you are assuming this is a topical problem However this is definitely something
other then that. please understand my legs are giving me trouble in the fact they get restless and this darkness is not coming from bruises . The skin is darkening from inward and as I stated it is sore when touched in the dark area. Please give me more information then something that has only an itch factor.

Brief Answer:
Rule out systemic disorders
Detailed Answer:
The pigmentation and burning as I mentioned can also be related to systemic problems like liver and kidney disease, thyroid disorders, malnutrition
and diabetics.
To rule out these get your blood tests done.
Go for complete blood count, thyroid function tests, liver and kidney function tests and fasting blood sugar levels.
