Floaters are precipitates in vitreous gel that lies in posterior compartment of eye ( behind the lens )..It forms a part of normal degeneration process. They keep on moving in vitreous gel as tiny dots of various shapes specially when you gaze in a clear bright/ white background .In fact they are shadows of the floaters formed on retina.
You had cataract surgery about one year back so less likely to be related to the surgery. Mostly the person gets used to the floaters & they do not need any emergency attention.
Still sudden appearance of floaters specially in groups/ flashes of light ..indicate retinal involvement. So an early exclusion/ management of retinal involvement becomes essential.. specially in advanced age...more possibility in case of old diabetics
I would therefore advise for consultation of an ophthalmologist / retina specialist for detailed check up & advise.
