Question: What would cause my testosterone level to jump from 128 to 9765 and drop to 127 in 3 weeks time.

That is indeed unusual but could happen in certain situations. For example, I had a patient who used testim gel like you, and had inadvertently applied it to the forearm area of the body. When he went for a blood test, the phlebotomist drew blood from the vein in the forearm area at the elbow. The gel was likely present on the skin and entered the syringe. The testosterone laboratory report came back showing very high levels like in your case.
Another theoretical situation is overdose ie taking too much testim either intentionally or accidentally. And then suddenly stopping it could cause levels to drop quickly
