Skin lesions along with increased eosinophil count and raised IgE levels indicate hypersensitivity reaction of type 1 with atopic dermatitis.
In here she may have to take medications of class mast cell stabilizers, like Cromoglicic acid or Ketotifen. This will reduce the hypersensitivity and cure the skin lesions.
The acne on the face could be an entirely different issue. Apply Adapalene cream for the same.
