It is good that you are drinking a lot of fluids. It will help you either if it is a urinary tract infection (which it's rare in males) or of it is a sexually transmitted infection.
I think you will need to do some labs to rule out possible sexually transmitted infections. These labs are:
-- Urine analyses by giving a urine sample. Also you can get tested with it for Trichomonas.
-- Chlamydia and gonorrhea by taking a sample in the tip of the urethra.
-- HIV, Syphilis and Hep B (if you are not vaccinated with the last one).
Depending on the results you will need to take treatments with antibiotics. Also, even if the result of the HIV and syphilis it is negative, you will need to repeat those in 3 months and 6 months too.

Since I started drinking fluids today, the black specks have gone away(I have been drinking a lot of water and so I have peed much more), but the overall discomfort in my urethra has slightly increased, particularly when not peeing. Also, it is worth pointing out that the sexual encounter I had was my first time having sex, intercourse or oral. Does this information change your consultation at all given the short incubation time it would be for an STD?
Also, we did use a condom but it slipped off at one point.

It is true that the short incubation time would make an STD less likely, and the problem while urinating would make more possible an Urinary tract infection.
On the other side though, it may be the first time that you are sexually active but you should also be sure that your partner has had it for the first time too. If that it is the case, then there is no chance for a sexually transmitted infection. But if your partner has had sexual encounters before then you have the same risk of getting it as a usual sexually active person.
