Detailed Answer:
Hello
Thanks for your query, based on the facts that you have posted it appears that you have a hard lump on the shaft of Penis since 3 weeks.
I shall be happy if you can post me few more details to help me in making comments on your problem.
1) Is lump freely movable beneath the skin or fixed ?
2) Can you see any tiny opening on the top of the lump ?

Hard lump beneath the skin of shaft of the penis is mostly due to either of the two reasons
1) Sebaceous Cyst or
2) Calcified plaque .
The precise nature of the lump could be confirmed only on clinical examination by a qualified Urologist and Ultrasound Scanning of the penis.

Please consult qualified Urologist and get ultrasound scanning of the penis done to confirm the diagnosis.

Further treatment will depend upon the result of this test and clinical diagnosis.

There is no opening at all and no puss or anything has ever come out of it. It is moveable under the skin almost like a grain of sand or a small pea is trapped under the skin.
