Question: My husband is 84 years old and is having trouble with balance. He has been diagnosed with mental impairment, but could he have fluid on his brain?

I have gone through your question and understand your concerns.
Age related brain degeneration leads to many diseases like alzheimer's ,parkinson's disease, other dementia.
In your husband case dementia may be alzheimer type if onset is gradual and no history of stroke.
Other risk factors are hypothyroidism or other nutritional deficiency.
The treatment being given are right .
Your worry regarding fluid in brain or technically normal pressure hydrocephalous occurs with features of dementia , gait instability , urinary complains and frontal lobe features. Mri is also suggestive.
You need to consult neurologist who can examine and advise MRI brain for such a evaluation.

My husband has had hemorrhaging stroke 2 years ago and has had CTs and MRIs at that time. He has also seen a neurologist this year. Do you think I should see the neurologist again and ask about another MRI

Appearance of new symptoms in old age require brain imaging. Unnoticed subdural hematoma occurs in many cases.
Normal pressure hydrocephalous also require brain MRI.
You should get him evaluated by neurologist and get an neuroimaging done preferably MRI.
