Brief Answer:
It may be due to many simple reasons like hypoxia, smoking, dehydration etc.

Detailed Answer:
Hello

Your findings may suggests increased hemoglobin and PCV level.
Polycythemia is diagnosed when hemoglobin level is greater than 18.5 g/dL and PVC is greater than 52% in men.
It may be due to many reasons like hypoxia, smoking, dehydration etc.
It may also be due to primary reason(inherent problem in RBC production).
Your findings need clinical correlation and follow up test.
Single result is not confirmatory. You should consult physician for proper evaluation. There are many symptoms in this condition which need correlation.
