Question: My belly button keeps getting infected and swollen. I've had several surgeries in that area

If there was some incisions in that area, for sure some stitches in the deep layers were left. Some of this stitches are absorable, some are permanent. Now in some cases this stitches irritate the tissues and cause recurring inflammation.
I suggest you to consult general surgeon. He should remove the stitches.
