Brief Answer:
Cellulitis, gum or tooth infection, allergic stomatitis, medication

Detailed Answer:
Thanks for your query. I have gone through your query.
As far as the iflammation and pain over the lips and gums is concerned, I have two possibilities.
It can be because of the cellulitis secondary to gum or tooth infection.
The other possible cause can be a allergic reaction leading to allergic stomatitis.
Nothing to be panic, consult a oral physician and get it evaluated.
If it is because of the gum or tooth infection you need to take a course of antibiotics like amoxicillin and metronidazole (if you are not allergic). You need to get the tooth or gums treated.
If it is because of allergic reaction, you need to take antihistamine like cetrizine.
Do saline gargling. I hope I have answered your query. If any queries are there reply me back.
If you can upload images of the lips and gums, I can give an exact diagnosis.
Take care.

Brief Answer:
Cetrizine, erythromycin, saline gargling

Detailed Answer:
Thanks for your feedback.
If you are allergic to amoxicillin, I suggest erythromycin 500mg thrice daily for 3 days as an alternative. You can start with cetrizine also. You can do saline gargling, no need of any other solution. You can take warm water and add salt, rinse your mouth. I hope I have answered your query. If any further queries, reply me back. Take care.
