Brief Answer:
Umbilical infection

Detailed Answer:
Thanks for contacting HCM with your health care concerns

you have noticed swelling, inflammation and pain of the belly button. This sounds like you have an umbilical infection or infection of the belly button. You can treat this with local cleaning of the belly button with gentle soap and water inside the belly button. This after cleaning and showering take a small amount of alcohol and wipe the inside of the belly button. This helps dry up the area inside the belly button. The drying will reduce the infection and reduce the swelling.

If this does not help you may need to see your medical provider for oral antibiotics. Usually just by keeping the belly button clean and dry the infection will improve.
