Brief Answer:
Likely to be due to allergic cause.

Detailed Answer:
Thanks for asking on HealthcareMagic.

I have gone through your query and understand your concerns. Incidentally such problems are often observed in mothers like her. Usually they are due to allergic cause and antiallergics like cetirizine are used. However, response is often not adequate. Montair LC (monteleukast + levocetirizine) is a better option and can be used. Although adequate studies have not been done in lactating women, this medicine is proven safe for use in infants (and is used often) and so you can use that safely (of course after discussing with your doctor). You may ask her to use some emollient or moisturizer like calamine lotion or aloe vera lotion topically.

Let me know if I could help further.

Regards
