There are many causes of scrotal pain as described by you.
The testicles are very sensitive, and even a minor injury can cause testicle pain or discomfort. Some are:
Prostatitis, epididymitis, orchitis, urinary tract infection, Varicocoele.etc
Infections can be due to STD or Non STDs infection
Sometimes, what seems to be testicle pain is caused by a problem that starts in the groin, abdomen or somewhere else like hernia and kidney stones.
It is not clear about the following:
The sexual history ,
any swellings in the area, any swellings which move via your groin into the scrotal sac
any trauma
any fever abdominal pain
does in increase in the evening.
You can do a self examination for these and also look for any coils or chord like feeling in scrotal sac. Provide these details in the follow up.
Support the scrotum with an supporter which reduces pain.
You can use analgesics antiinflamatory tablets like brufen or diclofenac.
You can complete the course of antibiotics - many usually respond if mild infections.
If you have any severe pain you need to consult immediately.
You may need to undergo investigation if not subsiding to antibiotics or if unlikely stds like ultra Scan or doppler study under urologist guidance.
If stds are likely then investigation under dermatologist and venereologist would be better.

3. No fever or abdominal pain
4. The irritation seems to be at it's worst when I'm sitting. When I'm walking around I don't notice it as much.
5. The irritation seems to live on one side of my scrotum and starting near my perineum.
Here is the history
Between May 28- XXXXXXX 1st- Had sex with trusted source
XXXXXXX 11th- Lifted something very heavy and seemed to have pulled a muscle in my inner left thigh.
On or about XXXXXXX 13-14- Started experiencing some tingling in pelvic area and left thigh mainly while driving or sitting down, This is about the same time I began to notice the irritation/rawness on my scrotum and on penis and some slight heavy feeling in testicles.
XXXXXXX 19- Had an ultrasound done and everything came back fine. No torsion. Doctor thought I might have some nerve issues in scrotum and penis from the heavy lifting.
July 3rd- Visited urologist and was prescribed Cipro. Urine sample was collected and everything looked normal. I was told to put vaseline on my scrotum and use Ibuprofen for the inflammation.
Currently-The tingling in the pelvic and thigh has gone away. No sign of lesions, bumps. No nausea, or fever, no loss of appetite. No redness, no rash.
The only thing I'm experiencing is a raw/tender to the touch area on one side of my scrotum.
Intertrigo needs antifungals, needs dermatologist

The hernia and and other related to testes disorders has been ruled out.
Even STDs by your history appears to be not the cause.
Earlier I felt nagging as pulling sensation in your scrotum.
Now it appears you have more irritation and pain in the perineal and scrotal aspect than inner scrotal pain.
It is likely you have a fungal infection either intertrigo or tinea likely intettrigo with pain.
Did you apply any irritants or moisturizers .as you say Vaseline was advised.
Please stop it as it will likely cause more messy and more problem.
Keep the area dry and clean.
Use loose cotton inner wears.
Keep the area well aerated.
Do not lift heavy objects as it can further precipitate pain.

I need some details about your condition, so that I am better able to help you.
Is it pain or irritation bothering you?
If pain, is it pulling type of pain from your inguinal region down the scrotum?
If it Is irritation is it only in the scrotum cleft thigh on left side? Is the area moist has any rash or at least rawness as described?
If possible can you send photos?
Intertrigo may be there in dampness and cleft with symptoms.
It is better you stop all moisturizers to prevent maceration in the area.
It is likely that you have pulled up muscle or in the early stage of hernia which (either of them) usually had dragging type of pain.
You have applied all moisturizers to alleviate it which may have been further causing you the rawness and symptoms.
Please use anti-fungal creams and powders.
Get a Ultra sound scan done to rule out hernia or varicocele.
STDs unlikely.

If irritation is the only symptom without pain that too localized only to the left side of scrotum and in the perineum area it would be Intertrigo which is more likely. as you have applied lots of moisturizing creams which might have aggravated or precipitated the irritation.
It is better you stop all moisturizers to prevent maceration in the area.
You can wash the area with warm saline water twice daily also.
Please use anti-fungal creams like terbinafine and powders(Candid).
wear loose cotton inner wears.
