Question: My penis outer skin is itching and is swelling when scratched. I can see small cuts on the skin also.

Hi.
Thanks for your query and the clear picture.
Noted that the outer skin is showing the signs of dermatitis.
This can occur due to many reasons.
This can be simply contact dermatitis, may be allergy to condom if you have used, to dettol and soap, or anything.
This can be a part of the balanitis due to infection from your partner if you had unprotected sex and does occur, in which case you both have to take the treatment.
I would advise you the following:
Clean the area only with plain water and keep it dry.
You may use only liquid povidone iodine if available.
You may need a course of an antibiotic (your need a valid prescription from your Doctor)

What is liquid povidone iodine? Is it available from medical shop without prescription? How should I use it?

I am okay to take antibiotic. How can I get the prescription? In case I have to visit a doctor in person, which doctor should I visit? A dermatologist?

Since it is liquid, you just have to apply it to the penis with bare hands or a cotton ball.

Hi Doctor,

I have been applying Liquid Povidone Iodine from last two days. The itching and swelling has gone down considerably. But, the the skin is looking very dry and flaky. How can I restore the moisture back? Please suggest me an ointment.

Thanks for your feedback.
Nice to know that the itching has gone down considerably. Let it be so for a few more day, as hopefully the wounds will be healed completely and the glands of the skin start working making the skin moist as before.
Avoid anything else locally at the moment.
Take multivitamins also, help in early and better recovery.
