What Causes Itchy Blisters On Feet?

Question: my sister lives in Nevada, and recently emailed me about strange skin Rashes that now are on the bottom of her feet. Little blisters that itch and are hanging around for a couple months she knows she should see a Doctor (doesn't have the $) but was wondering why this is happening. She also has the rash on her Legs and they Look like dry rashes. Is there any reason for the blisters....i am thinking she needs to moisturize her legs for the dry rash but wanted to ask 1st your thoughts. Thank you . XXXXXX
