I am Dr. Kakkar (Dermatologist). I have gone through your query and I have also reviewed the Image. I can see red to purple colored raised skin lesions on inner side of feet.
I would suggest a possibility of Lichen Planus (LP). LP presents as extremely itchy, red to purple, raised papules which may coalesce into plaques. The skin lesions of LP are usually distributed on ankle, shins, thighs, wrists, arms and abdomen. When LP resolves it usuallly leaves behind bluish/ dark colored spots.
The cream that you are using i.e hydrocortisone is a very mild steroid and it won't help. I would rather suggest a superpotent steroid e.g either clobetasol propionate 0.05% cream Or halobetasol propionate 0.05% cream. In fact If I was the treating doctor I would also start you on a course of an Oral steroid i.e Prednisolone and continue it for 2-4 weeks. Topical superpotent steroid cream and Oral steroids are prescription medications and I suggest that you to talk to your doctor for the needful.
You may take a tablet of cetrizine 10 mg for symptomatic rlief from itching..
