What Causes Itchy Dead Skin Around Groin Area And Testicles?

Question: recently I noticed a lot of dead skin(like the ones you develop when recovering from a scratch) developing around my groin area and testicles, these are slightly itchy and often these dead skin shed while i am cleaning and I find them again after a while, is this some sort of skin infection?
