Hi
Thanks for your query.
Is it on whole head or is it localised at a place? You seem to be suffering from dandruff. It is caused by a fungus called Mallassezia furfur. It causes excessive dry skin that comes off on scratching. It may happen due to low immunity. It may increase in severity due to antibiotic use, regular antifungal use, stress, etc.

Brief Answer:
It seems like dandruff
Detailed Answer:
Hi again
It seems like dandruff but it may be something else too like tinea or seborhea or even psoriasis. The treatment is mostly similar with difference in the potency of medicine used. Thus I will suggest that you see a dermatologist for exact diagnosis and take appropriate treatment.
I would suggest that you start with mild medicine that has least side effects. If that does not work then try a stronger medicine. To start with try oils and frequent shampooing with mild shampoo. If that does not work, antidandruf shampoo may be tried but it is antifungal and can cause hair fall. Then there are stronger shampoos like neutrogena T/Sal , etc.
But it is essential to get appropriate diagnosis.
